Edit. After some research I found that I don't want to create Azure Connectors, but I want to create multiple Single Sign-On entries. It should be used to log users into the VPN via M365 accounts. And I need to create 12 entries and assign them to right Fortigate.

You can create as many connectors as you need in Fortimanager.
from Fabric View -> External Connectors -> Create New and choose Azure
Note that ALL connectors that are created in the fabric view will be pushed to ALL firewalls in the ADOM, even if the firewall is not using it
Thank you for your answer. I made a mistake and I don't want to create Azure connectors after all, but SSO entry. I edited my original post.
