The website https://networthos.com/ is coming under Not Rated category on FortiGuard Web filter lookup. You can check this here: https://www.fortiguard.com/webfilter
If you are using web filtering profile in the firewall policy and Not Rated category is block under that, then this might be one of the reason why the access is getting block.

As a temporary workaround till you get the website rating request completed, you can exempt this site under web filter profile -> static URL filter.

Type : Wildcard
Action : Exempt
Status : Enable
