When I am creating FortiManager instance on AWS I am unable to pass through second step of configuration wizard "FortiManager Setup - Register and SSO with FortiCare". I am always receiving "An unexpected error occurred message". Connectivity to this instance seems to be ok, i am using default security group, pings from FortiManager VM cli are ok, dns works fine etc.
What can be the reason? Is there any way to skip this step?
It sounds like a temporary registration issue with FortiCare. Try using a different region or reinitializing after skipping SSO via CLI. Fortinet TAC can also manually assist with registration.
