one of our client having 60F, they are facing regulars internet issue is like. some time will work & suddenly get stopped or work too much slow..
So I just want to know & want to check the issue is from WAN (ISP) or LAN (FIREWALL) can you just guide to trace the issue is from which side from firewall..

SD-WAN doesn't need license.

However I think you are focusing on SD-WAN while in my opinion the issue and solution are probably not there.
Try follow my previous recommendations if possible.
Another possibility is that the issue can be related to your firmware version. For critical environment I'd not use 7.4.2 which is not mature yet. 7.0.13 is actually recommended by Fortinet for 60F.
when I will try to configure SD-WAN for monitor wan cant see the configure WAN port in interface only can see WAN2 which is not in use
That's normal. Your WAN interface is already used. You need first to remove all dependencies to this interface before use it in SD-WAN.

I also recommend first to read about SD-WAN and have a look at what you can exactly monitor with SD-WAN, in order to see if it is what you need.
