4 wan ports on the Fortigate 60F

is it possible to configure and balance 4 wan ports on the Fortigate 60F?

Sure.

Ports are labeled only for convenience.

For independent WAN ports you will need to remove some physical ports from the "lan" hardware switch (GUI: Network / Interface).

For link balancing, look for "SD-WAN" in the Handbook. It's an elaborated topic but will offer all the tools and settings you need for this.
