The NSE3 certification is for partners only. If you are looking for more technical certifications, you'll want/need to start with the NSE4

As mentioned in the course:

"Welcome to the public beta version of the NSE 3 Fortinet Product Awareness course. This course currently contains educational product awareness lessons, but does not include quizzes or a method to obtain NSE 3-level certification. A more comprehensive and certifiable version of this course will be available later this year."

"If you are a Fortinet partner or employee...and you need to obtain NSE 3 certification, log into the NSE Training Institute using your partner or employee account and enroll in the NSE course that is available via that log in method."
