Spillover 100D 5.4.8

Hi all,  I am trying to understand the Spillover LLB.     I have 2 circuits, WAN1 100 down 10 UP.  WAN2 50 down 25 up.  The WAN 2 is a cellular option and is charged by GB.  I only want to mainly use it for the upload when the 10M from WAN1 is maxed out.   I have the Spillover as followsIngresswan1:100 Mbpswan2:512 kbps wan1:8 Mbpswan2:25 Mbps   But using this setup, i still get a lot of usage on the WAN2 download?  shouldn't it only use the WAN2 when the WAN1 is at 100mbps?  Isn't it supposed to spill over to the WAN2 after WAN1 is at 100mbps?
