I am trying to connect with the latest FortiClient VPN version: 7.0.5.0238
I have an old Windows 10 laptop that connects without any problem both on WiFi and wired network.
However my new Windows 11 laptop can connect only on WiFi.

Anyway, I collected the installers I have on other laptops and tried them on my new windows 11 machine. I tries 7.0.1, 6.4
7.0.1 - same result
6.4 - installation failed
I found some older FortiClient versions. All end up installing 7.0.5 with the same problem

When you say connects versus does not connect do you mean VPN connection , internet etc? I'm typing right now from a Dell XPS15 running Win11 with FortiClient 7.0.5 on a wired connection. What specifically does not work when wired? Sorry if iImissed that some place.

Please check if you have any endpoint control(sophos,symantec, etc) on that Windows 11. In some cases, this endpoint block the interface binding and makes the VPN connection failed. However, i need more information regarding the error. Are you reaching 40% or not. Reaching certain % means different kind of error.
This laptop gets wired connection only with an external USB adaptor. I decided to try several adaptors. FortiClient failed to establish VPN connection with the first 3 adaptors although they all provides stable 1Gbps connection. When I tried the 4th adaptor FortiCliet succeeded! I feel lucky, and now I just worry not to lose this 'special' adaptor...
I am having the same EXACT issue. The VPN will not connect on a wired connection at all. The wired connection has Internet Access and Internet speed is 950mbps but when log into the VPN the connection fails. The wired connection is on my Laptop Dock so I tried a separate USB ethernet dongle. Verified Internet connectivity and then tried the VPN and the same problem happened.
If I disable the wired ethernet adapter, and connect my laptop with WiFi, the VPN connects perfectly and is happy. Of course my WiFI is much slower so I prefer the wired connection.
Two other things to note:
When I am trying to connect to the VPN with WiFI, if the wired ethernet interface is not disabled, it will not connect over wifi at all. It fails like the wired connection.
After I establish a connection over the VPN with WiFi, I can re-enable the wired connection and it works fine. If I turn off WiFi, the VPN will disconnect, however the Internet is working seemlessly.
