FG 310B Issue with firewall modifications

Hello, I' m experiencing a really strange problem and it is that the changes in the firewall policies are not taking effect, or they take several hours to start to work. For example I had a policy for blocking all ICMP traffic between two internal networks for troubleshooting another issue I disabled it and the PING still not worked, so I put that policy below all others and still the FA logs showed that the same policy was denying ICMP traffic (being disabled and below other that matched the traffic). Checked the log for about 20 minutes and still the same behavior. Last week I also conigured two VIPs for two ports forwards to a server and the change took about a day to start to work. The firewall is a FortiGate 310B with MR2 build 6539 firmware (if I recall correctly it is special firmware version MR2P7 for wireless controller) Thanks in advance for any help with this issue
