FortiTester VM does not support downgrading.
It is not possible to downgrade FortiTester via the GUI.
Moreover, it is not possible to downgrade FortiTester VM via TFTP by following the instructions in the documentation below, since the configuration menu is not available for FortiTester VM:

When attempting to downgrade the FortiTester cluster (Test Center Server / Client), the FortiTester cluster will not be downgraded, but work mode will switch to standalone instead of the Test Center Server / Client. |
