This article describes how to enable assigning Threat levels for blocked categories.

Solution
It is possible to see an informational notification on Web-filter FortiGuard as mentioned below for the blocked category.
It happens because the Threat level is not defined. For these categories, go under Security -> profile resource -> FortiGuard categories.
Search for the category and define the Threat level accordingly:
It enables the category which is blocked to be viewed under 'Fortiview Threats'.
The Threats console lists the top users involved in incidents, as well as information on the top threats to the network.
