The error for 'index.html file is required' is present when the index.html is not present on the files downloaded from the web.
The index.html has to be added to the website that is downloaded, in the example below the files from the web to be used has been downloaded and the index.html have been added to it. 
Downloading the index.html can be done by using the wget command via Linux.
wget -O index.html http://example.com
Once the index is added, the custom land page via import zip file should be created.
