In case the user seats need to be increased by more than 9 users and also the license is going to expire soon, a new license can be registered accordingly.

However, if the prior license (FC1-10-PAVUL-591-02-DD) is going to expire soon, for example, in 20 days, even though the other license
(FC2-10-PAVUL-591-02-DD) has already been registered before the expiry date, FortiPAM can show a notification that the FortiPAM license is about to expire in 20 days as the following:
Note:
This is expected behavior and will not cause any issues. Once the current user seat license expires, the new license will automatically take effect starting from the expiry date.
