This article describes what troubleshooting steps to take when the process of installing a policy package gets stuck at the policy consistency check stage and is unable to move forward to Install Preview or Install.

Check the configuration in System Settings -> ADOMs -> Select the ADOM -> Edit -> Action When Conflicts Occur During Policy Check. If it shows Stop Installation, change it to Continue Installation.
It is best to isolate the issue by trying an installation via Device Settings only, and on different ADOMs to confirm everything is working as expected.
