This error occurred due to a missing firmware image in the FortiManager. By default, FortiGate gets the firmware image from FortiManager, which connects to the FortiGuard server.

The following is the workaround to configure the FortiGate get the firmware image directly from the FortiGuard server.

Navigate to Device Manager -> Firmware Templates -> Choose the template -> Edit. On the 'Upgrade to' section, ensure to choose the target version under 'FortiGuard Images', then select OK.

Then, scroll down to the bottom and make sure to enable the 'Let Device Download Firmware From FortiGuard' option. Then, proceed with the installation as usual.
