This article describes how to read total count policies in FortiManager compared with FortiGate.

Solution
When comparing FortiManager and FortiGate total policies it will show a different value.
In FortiGate: The total policies count is 18.
In FortiManager: The total policies count is 22.
This is because in FortiManager, the total count is inclusive of the section row and if the policies are too long to scroll down, can use the Collapse All / Expand All button:
This is the same if the View Mode in Interface Pair View or By Sequence.
