Description
This article describes a situation where a FortiManager configuration has been restored, and it is not possible to add new devices. When selecting the 'Discovery' button, the following pop-up is displayed: 'Failed to discover the device'.

Solution
By default, after restoring a configuration, FortiManager is in 'Offline Mode', and this has to be disabled to add new devices.

set offline-mode disable
end
This can be disabled from the Web GUI: in System Settings --> Advanced --> Advanced Settings, and check 'Disable' on 'Offline Mode'.
