Sender Address Rate Control is enable for 'Maximum number of messages per half hour' but in the History Log showing the sender from protected domain still able to send email more than the configured value.
As per the below example, the configured value for 'Maximum number of messages per half hour' is 2.
When checking on the History Log, the sender can still send more than 2 emails per half hour.
Check the Message-ID to see if all the log is showing the same Message-ID. If the Message-ID is same means the sender sent a message to many recipients. To limit this type of message by using 'Sender Address Rate Control', enable 'Maximum number of recipients per half hour'.
The log will show as per below if the sender is detected by 'Sender Address Rate Control' for 'Maximum number of recipients per half hour'.
