It is possible to export users from a CSV file in the old FortiMail and try to upload it to the new FortiMail: Migrating email from other mail servers (server mode only)
When trying to import such CSV file with the users to be migrated, the below issue can appear:
Where the imported user is 0. It is necessary to define a remote mail server in the new FortiMail using the same domain.
Reference such remote server to mail migration setting as the below example:
Users will be shown as imported as below:
