According to the official document Impersionation Configuring-dynamic-scanning, it is necessary to perform the following configuration on Sytem Global filed:

set mailstat-service enable
end
Administrators will receive this message on FortiMail Cloud:

Parsing error at 'global'. err=1
Command failed(-284). Error string:
In the FortiMail Cloud environment, this configuration is not necessary because mailstat-service is already enabled by default on cloud tenants.
FML_LAB_A # sh fu | grep mailst
set mailstat-service enable <-----
