This log refers to a submission that failed due to FortiSandbox already reaching the URL submission limit.
To reduce the number of those drops, consider Modify the number of URLs that are sent to FortiSandbox using the URL Selection: Go to System -> FortiSandbox -> URL Scan Setting and select or create the Specific URL Filter.
