Description This article describes the steps to resolve an issue where FortiGuard OT Security Services appears as unlicensed, even though a valid license has been purchased.

Solution

From the GUI:

Navigate to System -> FortiGuard.

The entitlement for each device can be verified through the Fortinet Support Portal at support.fortinet.com. Navigate to Services -> Asset Management -> Product List to view the entitlement details.

For the primary device, the license has been successfully purchased and is correctly reflected in the support portal.

However, for the secondary device, the license has not been purchased.

As a result, the cluster reflects an unlicensed status. If any FortiGate in the cluster has a lower licensing tier, the entire cluster will operate at that lowest level. For example, if FortiGuard OT Security Service is licensed on only one FortiGate in the cluster, once the cluster is formed, FortiGuard OT Security Service will not be available on any of the cluster members.

Note: All FortiGate devices within a cluster must maintain the same licensing level.
