Description This article describes how to troubleshoot a user group not being visible when creating an IPsec dial-up tunnel using the wizard.
Scope FortiGate.
Solution

Under 'User Groups', confirm that the group was created.

In some cases, the 'User Group' drop-down list in the VPN wizard does not show the created user group.

This is because there is no member inside this user group. After adding group member, the group will be visible under the VPN wizard.

In summary, the User Group selection does not appear in the IPsec VPN wizard for remote access setups unless there is at least one user group already created. If no groups exist under the User & Authentication section, that option is hidden. To enable it, create a user group and include at least one user. This is a choice by design to streamline the configuration process based on what's already set up.
