On the system event log:

This errors occurs because this FortiGate VM loads a license which is being used by another FortiGate VM.
To solve this, ensure the correct license file has been downloaded and is not in use by any other VM. If it's used on another VM then please ensure to shutdown that VM or remove the VM instance. Then, navigate to System -> FortiGuard in the GUI and select FortiGate VM license:
Upload the new license to '<file-name>.lic'.
If the issue persists even after performing the above steps, please open the case with the Fortinet TAC support.
