Solution
The resizing partition message is expected behavior for a FortiGate VM when upgrading to FortiOS 6.4.10, 7.0.6 and 7.2.1. There is an automatic resizing of the partition to fix known issue ID 800473, where a FortiGate VM deployed with FortiOS 6.4 loses configuration and license details after upgrading to 7.2.1 (no issue occurs if it was deployed with 7.0).
