This behavior occurs only on FortiGate devices that are managed by FortiManager.
Scope FortiGate v7.6.4.
Solution

In FortiOS v7.6.3, a user configured with the super_admin_readonly profile is presented with only two options when attempting to log in to a FortiGate managed by FortiManager.

After upgrading to FortiOS v7.6.4, the same user sees an additional option - Login Read-Write - alongside the other two.

Selecting Login Read-Write does not grant write access. The user cannot make configuration changes through either the GUI or CLI.

This issue is currently under investigation by the development team. The article will be updated with the latest information once a fix is available.
