Troubleshooting Tip: FortiGate GUI shows 'unrated' category and is blocked by the Web Filter profile

Description	This article describes an issue that occurs when endusers behind FortiGate try to access the FortiGate GUI or other websites using an IP address such as https:10.1.x.x:9443 where the applied security profile has a Web Filter and the website is categorized as unrated.
Scope	FortiOS all version.
Solution	There are a few solutions to overcome this issue with an unrated category for IP address based access. Create a static URL filter to exempt that particular URL, as follows: Web Filter -> Default(relevant profile that applied to policy) -> Static URL Filter -> URL Filter. Create a regular expression and exempt that URL if the static URL filter does not work: Web Filter -> Default(relevant profile that applied to policy) -> Static URL Filter -> Content Filter. Move the URL to another category which allows connection (such as moving the URL to general Interest -> Business -> Business:( Web rating Override -> create new -> paste url in lookup rating and override to relevant allowed category.
