Occasionally while reloading the firmware the following errors may be seen.
[C]: Configure TFTP parameters. [R]: Review TFTP parameters. [T]: Initiate TFTP firmware transfer. [F]: Format boot device. [B]: Boot with backup firmware and set as default. [I]: System configuration and information. [Q]: Quit menu and continue to boot. [H]: Display this list of options.

Verify the correct image has been downloaded from https://support.fortinet.com. If the image is correct, verify the MD5 or SHA-512 checksum of the image.

If the checksum matches, check the cable between the FortiGate and the TFTP server. A crossover cable should be used and should be category 5 or higher. Try replacing the cable if needed.
Also ensure that no Windows firewall or antivirus on the TFTP server is blocking the transfer, as this can also cause issues during the firmware upload process.
If the above has been checked, format the disk before transferring the firmware image.
