Solution |
This issue will occur if FortiGate-Cloud is not activated on the FortiGate or is activated under the wrong account ID/region. It can be verified on the FortiGate GUI under Dashboard -> Status -> FortiGate-Cloud:

FortiGate # di test app forticldd 1
To verify in the CLI:
