Solution
The error 'Unable to Setup VPN' happens in the last step of recreating an IPsec VPN. This article provides resources for the different scenarios where this can happen:
A Hub and Spoke VPN scenario requires BGP elements to be removed.
A Site-to-Site VPN scenario requires address groups, address objects and the Blackhole to be removed.
A Remote Access VPN scenario requires address group to be removed and Split Tunnel address group to be removed.
