The external files refer to the Signature database, Certificate files, etc, on the FortiGate (Example: AntiVirus/IPS database, local certificates/CA on the appliance).
After running the debug flow commands, if the following output is generated:
(root) # secondary's external files are not in sync with the primary's, sequence:0. (type EXTERNAL_RESOURCE)
# secondary's external files are not in sync with the primary's, sequence:1. (type EXTERNAL_RESOURCE
(root) # secondary's external files are not in sync with the primary's, sequence:2. (type EXTERNAL_RESOURCE)
secondary's external files are not in sync with the primary's, sequence:3. (type EXTERNAL_RESOURCE)
secondary's external files are not in sync with the primary's, sequence:4. (type EXTERNAL_RESOURCE)
The above message shows current main/standby devices are not synced, and the system starts to sync them now.
The message is still appearing cause the main side downloads a new file again, which will trigger the new sync cycle.
