Description This article describes how to resolve a scenario where the Secondary FortiGate in an HA Cluster is showing as offline in FortiManager.
Scope FortiGate in an HA Cluster managed by FortiManager.
Solution

When managing an HA cluster via the FortiManager, all communication is done via the Primary unit. There is no direct communication to the second FortiGate from the FortiManager.

Generally, as long as the Primary FortiGate can see the Secondary FortiGate, this information should be able to be received by the FortiManager.  In some  cases, this does not happen and the behavior in the below screenshot can be visible:

To resolve this issue, do a 'retrieve' to refresh the configuration in the FortiManager. This can be done in Device Manager, select the HA cluster and select the icon next to 'Total Revisions'.

This should bring up the Configuration Revision History dialog, select ' Retrieve Config':

This should be enough to cause these units to both show online in the FortiManager.
