One of the reasons the FSSO users' information is not being sent to FortiGate or the Monitored DCs list is empty, could be due to the message 'Max Session Reached' that is observed in FSSO agent debug logs.
This issue can be resolved by increasing the Maximum FortiGate connections in the FSSO agent as per the following:
