This article describes possible issues in the registration of a permanent test license when the registration process gets stuck and prompts the error as below:

Solution
In version 7.0.x, the FortiGate VM has a 15-day trial license; however, this behavior got changed starting from FortiOS v7.2.1. Now, FortiGate VM includes a permanent evaluation license and upon installation of a new FortiGate-VM, user will have the option to register it on Forticare.
A license shows as 'Invalid' when the VM cannot connect to the FortiGuard server for license validation or the prerequisites are not met. Hence, it is suggested to ensure the following criterias are fulfilled:
Maximum of one free evaluation copy per FortiCare account
Maximum of 1 CPU and 2 GB of memory
Maximum of three interfaces, firewall policies, and routes
The commands to check the above are:
get system status
diagnose debug vm-print-license
diagnose hardware sysinfo vm full
show system interface
show firewall policy
show router static
In case the issue persists, try to install a FortiGate VM ('FGT_VM64') instead of FortiFirewall ('FFW_VM64').
