This article provides the information that for the read-only users, there are limitations to enable the number of bandwidth monitoring interfaces. In the read-only users, there is a limit of 2.

Solution

Create the read-only profile for the users, it is possible to check the below link for the read-only profiles: Technical Tip: How to create read only admin profile in FortiGate
Log in to the device using the read-only profiles.
Navigate under the Dashboard -> Add Widgets -> Interface Bandwidth and select the interface, keep adding till reaching the limit.

It is expected to see the error 'Failed to enable bandwidth monitoring for port3. Maximum number of monitored interfaces reached':
