Description This article describes the case when the SNMP server is not able to receive SNMP traffic, it is possible to use the troubleshooting steps below to verify whether FortiGate is sending the traffic or not.
Scope FortiGate.
Solution

First, verify the SNMP server is configured correctly:

It is possible to generate a test SNMP trap to see the traffic flow:

After verifying the above basic settings, do the below sniffer to see the traffic flow:

It is also possible to perform the SNMP debug, using the below command:

diagnose deb application snmpd -1
diagnose deb console time enable

diagnose deb enable

In the below screenshot, the traffic is going toward the SNMP server:

In both sniffer and Debug, it is possible to view the traffic for SNMP going through the Firewall, and the SNMP server seems not responding or not able to receive traps due to any other Network device filtering.
