This article describes that is not possible to setup L3 FortiLink on FortiGate loopback interface.
Solution
Reason.
1) Enable FortiLink in Loopback interface is not possible.

2) There is no notion of VLANs on loopback interfaces
Example: Create Vlan under loopback interface is not possible.

Hard-switch(hw-switch), Software switch(sw-switch), physical interface and Aggregate interface.
