ISDB in the above debug message stands for Industrial Security database (Industrial Attack Definitions Database), which is the license for Industrial Security APP Control and Industrial Security IPS.
If there is 'ISDB001 is unauthorized' in the debug output, verify if the FortiGate or FortiProxy serial number has FortiGuard Industrial Security Service.
Note: The Internet Service Database (ISDB) is actually an FFDB object in diagnosing debug application updates, not an ISDB object. Internet Service Database requires either FMWR or FNTA. license.
