Description
This article describes that the 'By sequence' view is either available after a migration from another vendor or manually set up in CLI.

The sequence view has been temporarily removed in certain FortiOS versions, as a consequence of redesigning the firewall policy page with the focus on speeding up the load time. So if the Sequence view is not available at a certain point during the upgrade process to a supported version, then proceeding with the upgrade to a more recent and supported version is the way forward. They have been reintroduced in later FortiOS 7.4 versions.

FortiOS v7.2.x, v7.4.x.
Solution
The following functionalities have been (temporarily) lost as a consequence in certain v7.2.x versions and early v7.4.x:
- Firewall policy: No dropdown view for IPv4 and IPv6.
- Firewall policy: No interface pair view (workaround is to use the filter on the interface-pair chart).
- Firewall policy: No export function.
- Firewall policy: No custom grouping section (CLI global-label).
But Policy-grouping is still not available:
