For an interface to be used in a software switch it must match the requirements presented in this KB. Troubleshooting Tip: Cannot add interface to software switch
Here is a situation where the interface has 0 references, no IP address, using the appropriate role, and device detection disabled but the interface is still not shown in the list of interfaces that can be used.
It is possible to check the HA setting as a heartbeat device if the interface is used in there even if the FortiGate is used as a standalone.
Remove the heartbeat device setting or delete the whole HA setting if the FortiGate is standalone.
Once removed, the interface will be visible in the list of interfaces available for the software switch.
