Enable SWG and copy the alternate PoP URL. Follow this article to get alternate URLs Technical Tip: How to select a specific POP for a FortiSASE VPN connection
Once the required URL is copied to force the user, expand the configuration section <> Endpoint <> Profile.
Select 'Create':
Provide the Name of the Endpoint Profile to push and expand the VPN Available to users:
Additional Step: force this profile to a particular user group by selecting Groups & AD Users.
Select Create under VPN available Users and add a new URL:
