This can be achieved via CLI or the GUI.
To create the URL exemption list via CLI:
config web-proxy url-match
edit "microsoft.com"
set url-pattern "www.microsoft.com"
set cache-exemption enable
next

To create the URL exemption list via WebGui navigate to System > Network > Explicit Proxy > URL Match List > Create New
