This article explains how to clone a policy as the reverse of an existing policy in FortiOS v5.4.

GUI
Go to Policy & Objects > IPv4 Policy, do right click over the original policy and select 'Clone Reverse':
This will add a de-activated no-named policy:
Add a name and enable the policy.
