This article explains how to use application control to block any Google content but to allow only Google maps.

Solution
1. Access the FortiGate management web interface.
2. Create a firewall rule to allow outbound access and enable a Deep Inspection profile.
2. Go to Security Profiles > Application control and create a new Profile.
3. Allow the following signatures and block any other category:
Google.Accounts
Google.Earth
Google.Maps
Google_Login
HTTPS.BROWSER_Chrome
HTTPS.BROWSER_Firefox
HTTPS.BROWSER_IE
SSL
