This article describes how to activate a newly purchased FortiGuard SMS license in FortiAuthenticator.

Solution
Once the FortiGuard SMS license has been purchased, log in to the FortiAuthenticator GUI and navigate to the Dashboard.
Under License Information, select the green + sign by the SMS quota:
In the new window, enter the Activation Code from your ESMS.pdf file:
The procedure requires an internet connection from the FortiAuthenticator to the FortiGuard services. It can take up to a minute.
Once done, the license will be activated on that FortiAuthenticator serial number, and will be shown in the SMS quota:
Note:
FortiGuard SMS license operates on a fixed SMS quota that is to be used within a certain timeframe.
Suppose the SMS license is unused and to be migrated to another unit. In that case, Customer Services needs to transfer the ESMS license to the new FortiAuthenticator/FortiGate serial number, prior to the license being activated with the Activation Code on the new unit.
In scenarios when FortiAuthenticator is in cluster HA, the SMS license is not moved in other FortiAuthenticator when failover happens, the SMS license needs to be separate on each device.
