Description

This article describes the when option to create a new user is grayed out because to Maximum allowed license for users has been reached.

Scope FortiAuthenticator.
Solution

To check the license information and User Inventory, go to System -> Dashboard -> License Information.

The VM license is for 100 users; under User Inventory, there are 100 used users and 0 available.

Verify the user configured, go to Authentication Local Users/Remote Users and Guest Users. Local users have 3/100 Local Users, remote users have 12/100 remote LDAP users and Guest Users have 85/100 guest users for a total of 100 users already in use.

To solve this issue, unused users must be deleted to free up user licenses or purchase additional user licenses. Delete a user, select a user, in this case, the user 'noc', and select 'Delete' -> select 'Yes, I’m sure'.

Once the 'noc' user has been deleted, the 'Create New' user option will be available.
