Solution
Before connecting the FortiAP-220B to a wireless controller running on a FortiGate, the FortiGate wireless controller country setting must be set to 'JP'.
config wireless-controller setting(setting)
set country JP
end
Note:
FortiAP-220B is configured with the country setting and the maximum hardware power level is limited.
