very slow S2S VPN over ExpressRoute

we connect between azure and on-premise by IKEv2 VPN on FG VM(6.2.x, 4Core/8GB) and FG3600c(6.2.x).
The latency(RTT) in pure ExpressRoute is under 40msec, but over VPN tunnel , latency is over 200msec.
Does anyone have any idea to solve this too long delay?
