Please support me with the following questions:

Can FortiGate 81E configured in HA Active / Active fulfill the function of VPN concentrator for remote users?

For this, do I need to add the telemetry license to both Fortigate?

Hi,

Yes it can fulfil the role of VPN concentrator. Fortitelemtry is not needed in this case.

But if you need to manage Forticlient on endpoint PCs and automatically add the vpn configuration you will need a Forticlient EMS license.
