All Ipsec VPN Down on Passive Fortigate

Hi

We have an active passive working Fortigate 1500D (6.2.4 version) cluster.Our problem is, ipsec vpn's in passive devices suddenly become passive and do not change status up. Ipsec VPNs are up on the active device. "session pickup enable" on HA config and "ha-sync-esp-seqno enable" under IPsec phase1-interface settings. How can we resolve this problem?
